Minister of Defence Theo Francken to Speak at Cybersec Europe 2026
Cybersec Europe 2026 will once again welcome leading cybersecurity voices from both industry and policy to Brussels on May 20 and 21. On May 21 at 11:50 a.m., Minister of Defence Theo Francken will deliver a keynote address, just before the Computable Awards ceremony. His participation firmly anchors the theme of cyber warfare in the Cybersec Europe program once again.
During his keynote, Francken will address the rapidly evolving cyber threat landscape: from traditional state actors to hybrid attacks combining digital sabotage, disinformation, and geopolitical pressure. He will also discuss the role of cybersecurity within national and European defence strategies.
Cybersecurity as a Pillar of Defence
Defence has become a leading player in the field of cybersecurity. Belgium will significantly increase investment in its digital defence capabilities in the coming years. Nearly one billion euros has been allocated for the construction of dedicated military data centers by 2029. In addition, half a billion euros will be invested in cybersecurity projects through 2034.
These investments are part of a broader vision of strategic autonomy. By developing its own infrastructure and encrypted networks, Defence aims to reduce its dependence on foreign or commercial providers. In this context, Francken is also expected to clarify Belgium’s role within the European cyber defence landscape, as well as the need for closer cooperation at the EU level.
Beyond technology and infrastructure, Defence is increasingly positioning itself as an employer for specialized cybersecurity professionals. Attracting and retaining cyber talent is essential in a competitive labor market where expertise is scarce.

Theo Francken’s presence underscores the growing importance of digital resilience as part of broader security strategies. Cyberattacks have evolved into a geopolitical instrument. “Data are the new bullets,” as Francken has previously stated.
State actors combine digital sabotage with disinformation, economic pressure, and political influence. This hybrid approach has turned cyberspace into a permanent battlefield, where boundaries blur and attacks often remain below the radar.
